dc.description.abstractA pesar de sus problemas internos, Colombia es uno de los países latinoamericanos más entusiastas en relación con el gobierno electrónico. Las reformas inducidas por la implementación de políticas alineadas con los odm-ods, así como de la pacificación, han inducido una mejora en la capacidad colombiana de intervención en el territorio, donde la digitalización permitió llegar a ciudadanos tradicionalmente alejados de las administraciones. Sin embargo, surgen dudas sobre la coherencia de dicha estrategia. Los avances realizados suponen un desafío: ¿cómo afecta y es afectada la digitalización del sector público colombiano por la necesidad del Estado de fortalecer su control físico del territorio? Teniendo en cuenta dicho contexto, esta reflexión busca entender qué avances y problemas subyacen en la reconstrucción de la relación Estadociudadano, especialmente a partir del análisis de la digitalización en Bogotá.spa
dc.description.abstractDespite its internal problems, Colombia is one of the most forward-moving Latin American countries on the matter of electronic government. The reforms generated by the implementation of policies aligned with the Millenieum Development Goals – mdgs - and Sustainable Development Goals – sdgs - (mdg-sdg), as well as the peace process, have led to an improvement in the Colombian territorial capacity to intervene. In fact, digitalization has allowed for traditionally disconnected or far removed citizens to be reached by their designated territorial administrations. However, reservations arise about the consistency and coherence of this strategy. There exists a question about how the digitalization of the Colombian public sector affects and is affected by the State´s need to strengthen its physical presence in the territory. Taking into account this context, this exploratory analysis seeks to understand what advances and problems underlie in the reconstruction of the relationship between the State and its citizens, in particular through the analysis of digitization coordinated by the administration based in Bogota.eng
