El municipio de El Peñón, ubicado en la Provincia de Vélez, Santander, cuenta con alto potencial kárstico y dentro de su riqueza natural hay gran variedad de geoformas, en especial de cavernas y cuevas (Gelvez, Barajas, Zafra, Velandia, & Ríos Reyes, 2018), las cuales han sido los principales atractivos del territorio y han despertado interés en turistas y científicos. Para aprovechar estas formaciones, se puede realizar un turismo espeleológico. Es por esto que, la presente investigación tiene como objetivo diseñar el plan estratégico para el desarrollo de El Peñón como un destino de espeleoturismo. Para lograr lo anterior, se expone el panorama actual de la actividad espeleoturística en el mundo, el análisis del municipio, los componentes requeridos para el desarrollo del espeleoturismo fundamentados en la opinión de expertos, el modelo de marca, y un comparativo entre la experiencia actual y la experiencia deseada en este destino. Por último, se presenta el plan estratégico propuesto, el cual está compuesto por tres ejes: ordenamiento turístico, excelencia y promoción turística. El enfoque de esta investigación es cualitativo, exploratorio, analítico y propositivo, y utiliza fuentes y técnicas de recolección de información primarias y secundarias. El Peñón tiene gran potencial para el desarrollo de espeleoturismo; sin embargo, no todas las cavidades pueden ser destinadas a la actividad turística. Este municipio tiene grandes oportunidades de crecimiento y mejora, puede ofrecer una experiencia más robusta y completa, y en la planificación turística es necesario que se evite un turismo masivo, descontrolado, desregulado y destructivo.

The municipality of El Peñon, located in the province of Velez, Santander, has a high karstic potential and a great variety of geoforms within its natural wealth, specially in caverns and caves (Gelvez, Barajas, Zafra, Velandia, & Ríos Reyes, 2018), which have been the main attractions of the territory and have aroused interest in tourists and scientists. In order to take advantage of these formations, speleological tourism can be done. Therefore, the present investigation has the objective to design the strategic plan for the development of El Peñon as a speleotourism destination. To achieve the above mentioned, it is exposed the speleotourism activity current panorama in the world, the municipality analysis, the required components for the development of speleotourism based on experts' views, the brand model and the comparative between the current and the desired experience in this destination. Finally, the proposed strategic plan is presented, which is composed of three axes: touristic order, tourism excellence and tourism promotion. It is important to mention that the focus of this investigation is qualitative, exploratory, analytical and purposeful and it uses primary and secondary data collection sources and techniques. Although, El Peñon has a high potential to develop speleotourism, not all formations can be used for tourist activity. This municipality has great growth and improvement opportunities, can offer a more robust and complete experience, and it is necessary to avoid a massive, uncontrolled, deregulated and destructive tourism in its tourism planning.
