Esta investigación busca aportar al debate sobre el concepto y la aplicación de la diplomacia cultural y en específico de Español como Lengua Extranjera (ELE) como un instrumento de política exterior poco aplicado y estudiado en Colombia, considerando que la lengua española es un patrimonio cultural con potencial de aprovechamiento que no se ha explotado como se debería. Esta tesis se presenta en el marco investigativo, lo que permitirá que los responsables de este tema en el gobierno nacional lo utilicen como insumo para el desarrollo de la iniciativa. Colombia al identificar la importancia del poder blando en la arena internacional, ha venido robusteciendo el uso de la diplomacia cultural a través de la enseñanza de ELE. Por ello, este trabajo busca estudiar la promoción del idioma como herramienta de poder blando y estrategia de diplomacia cultural, teniendo como punto focal la iniciativa de “promoción de ELE y segunda lengua”. En este estudio se basa en la hipótesis de que la iniciativa colombiana de ELE en política exterior es, en potencia, una herramienta efectiva de diplomacia cultural que le permitirá a Colombia consolidar su poder blando y contribuir en la proyección de una imagen positiva del país en el mundo.

This research seeks to contribute to the debate on the concept and application of cultural diplomacy and specifically Spanish as a Foreign Language (SFL) as an insufficiently applied and studied foreign policy instrument in Colombia, considering that the Spanish language is a cultural heritage with a potential for use which has not been taken advantage of as it should. This thesis is presented in a research framework, which will allow those responsible for this issue in the national government to use it as an input for the development of the initiative. Colombia, after identifying the importance of soft power in the international arena, has been strengthening the use of cultural diplomacy through the teaching of SFL. For this reason, this work seeks to study the promotion of language as a tool of soft power and as a strategy of cultural diplomacy, having as its focal point the initiative of "promotion of SFL and second language". This study is based on the hypothesis that the Colombian initiative of SFL in foreign policy is, potentially, an effective tool of cultural diplomacy that will allow Colombia to consolidate its soft power and contribute to the projection of a positive image of the country in the world.
