El turismo, antes de la pandemia que inició a finales del 2019, fue uno de los sectores de la economía con mayores índices de crecimiento en Colombia, sin embargo, presenta grandes desafíos respecto de sus competidores internacionales. Uno de los desafíos por atender es propiciar una adecuada infraestructura turística y de soporte que permita el desarrollo de los destinos que permita atender el crecimiento y expansión del mercado turístico. En este sentido, la presente investigación analiza los Planes Sectoriales de Turismo que Colombia ha tenido desde el 2003, junto con la Ley General de Turismo y los CONPES del sector turismo para identificar como se han propiciado las inversiones públicas y privadas en infraestructura turística a través de la consolidación de redes de gobernanza durante el periodo 2003 a 2019.

Tourism, before the pandemic that started at the end of 2019, was one of the sectors of the economy with the highest growth rates in Colombia, however, it presents great challenges compared to its international competitors. One of the challenges to be addressed is to provide an adequate tourism infrastructure and support that allows the development of destinations to meet the growth and expansion of the tourism market. In this sense, this research analyzes the Tourism Sector Plans that Colombia has had since 2003, together with the General Tourism Law and the CONPES of the tourism sector to identify how public and private investments in tourism infrastructure have been promoted through the consolidation of governance networks during the period 2003 to 2019.
