Esta investigación está encausada en el tema de la seguridad y la defensa, específicamente en el continente americano. Los asuntos sobre seguridad regional como materia de interés de los Estados en el continente americano han estado presentes desde inicios del siglo XX, y los consensos adquiridos por parte de estos paises sobre esta materia fueron materializándose a finales de la primera mitad del mismo siglo, especialmente en el Tratado Interamericano de Asistencia Recíproca y en et Tratado Americano de Soluciones Pacíficas. Sin embargo, en la actualidad es posible identificar una tendencia dirigida a privilegiar otros mecanismos de seguridad cooperativa, principalmente subregionales, en oposición al sistema interamericano tradicional. Vale la pena preguntarse lo siguiente: ¿ha significado este proceso de transformación en la seguridad hemisférica un cambio con respecto a la aproximación tradicional -sustentada en el TIAR y el Pacto de Bogotá- y el alcance de ésta?

This investigation is focused on the tapie of security and defense, specifically in the American continent. Regional security issues as a matter of interest to States in the Americas have been present sin ce the beginning of the 20th century, and the consensus reached by these countries on this matter was materialized at the end of the first half of the same century, especially in the lnter-American Treaty of Reciproca! Assistance and the American Treaty on Pacific Settlement. However, it is now possible to identify a trend in which other cooperative security mechanisms, mainly subregional, are privileged in opposition to the traditional inter-American system. lt is worth asking the following question: has this process of transformation in hemispheric security meant a change from the traditional approach - supported in the TIAR and the Pact of Bogotá - and the scope of it?
