This mixed research set as a general objective to propose a model of organizational culture of innovation among the administrative career officers of the MinTIC. To do this, from the qualitative aspect, information was collected on the Organizational Culture and the Culture of Innovation and defined what are considered constituent elements of the Culture of Innovation. In the quantitative aspect, through the implementation of a survey designed under the Likert Scale, duly validated, it was investigated and established the perception of participants about the presence or absence of the following elements constituting the organizational culture of innovation in MinTIC: Organizational Circumscription, Organizational Learning, Propensity for Innovation, Creativity and Empowerment.
