Es un análisis de la aplicación del sistema de incentivo por Pago de Servicios Ambientales (PSA), en el cual se proporcionan una serie de ejemplos de la aplicación de dicho sistema en otros lugares del mundo al igual que en Colombia, enfocado en las fuentes de financiamiento y la relación directa de los tributos aplicables a este tipo de programas, para finalmente centrar el estudio en la aplicación de esta herramienta fiscal en la cuenca del río Chinchiná. En esta cuenca se observó como a través de la unión de esfuerzos entre empresas públicas y privadas, en adición a la utilización de recursos importantes como las Transferencias del Sector Eléctrico y la Tasa por Uso de Agua (TUA), se pueden realizar importantes acuerdos con los propietarios o arrendadores de las áreas a proteger implementando la herramienta fiscal del PSA, y con ello contribuir a la conservación del medio ambiente y la regeneración de los ecosistemas, con el objetivo principal de preservar las fuentes hídricas y con ello garantizar el suministro del líquido vital.

It is an analysis of the application of the incentive system for Payment of Environmental Services (PSA), which provides a series of examples of the application of this system in other parts of the world as well as in Colombia, focused on the sources of financing and the direct relation of the applicable taxes to this type of programs, to finally focus the study on the application of this fiscal tool in the Chinchiná river basin. In this basin, Thanks to the union between public and private companies, in addition to the use of important resources such as Transfers from the Electricity Sector and the Water Use Fee (TUA), was achieve important agreements with the owners or lessors of the areas to be protected by implementing the PSA fiscal tool, thereby contributing to the conservation of the environment and the regeneration of ecosystems, with the main objective of preserving water sources and thereby guaranteeing the supply of the vital liquid.
