El servicio de radiodifusión sonora se destaca al ser no solo un servicio público de telecomunicaciones a cargo y bajo la titularidad del Estado, cuyas emisiones se destinan al público en general, sino tiene un componente adicional que lo hace particular en las telecomunicaciones es que, estas concesiones están relacionadas con la creación de medios de comunicación masivos. Paralelamente este servicio es particular en cuanto a su concesión, ya que esta comprende no solo la habilitación del servicio sino el permiso para el uso del espectro radioeléctrico y la autorización de la red. En consecuencia, los retos del servicio giran alrededor de la modernización, respecto a su operación donde debe impulsarse el uso y aplicación de las nuevas tecnologías, y como reto principal, la actualización regulatoria, relacionada con la habilitación. Por lo tanto, los análisis efectuados se entregan como sustento para el inicio de estudios regulatorios, con el fin de lograr que la habilitación del servicio este acorde a los retos digitales y que sea un sustento para plantear la necesidad en el desarrollo de la producción de contenidos multiplataforma y multiformato, en conjunto con las nuevas tecnologías en la operación y la adopción del estándar de la radio digital.

The sound broadcasting service stands out as it is not only a public telecommunications service in charge and under the ownership of the State, whose broadcasts are intended for the general public, but has an additional component that makes it particular in telecommunications is that, these Concessions are related to the creation of mass media. At the same time, this service is particular in terms of its concession since it includes not only the qualification of the service but also the permission for the use of the radioelectric spectrum and the authorization of the network. Consequently, the challenges of the service revolve around modernization, with respect to its operation where the use and application of new technologies must be promoted, and as the main challenge, regulatory updating, related to authorization. Therefore, the analyzes carried out are provided as support for the start of regulatory studies, in order to ensure that the enabling of the service is in line with the digital challenges and that it be a support to raise the need in the development of the production of multi-platform and multi-format content, in conjunction with new technologies in operation and the adoption of the digital radio standard.
