Existen varias razones por las cuales el Estado definió la propiedad rural del Tolima a través de la política de baldíos. La primera es que el territorio constituye al Estado, ejercer dominio sobre él, monopolizar la fuerza y nombrarlo, define su soberanía; la segunda razón está en el poder e importancia económica residentes en las tierras del centro del país; la tercera se da en la disputa entre el espacio de origen colonial, definido por haciendas de pocos propietarios, y la demanda de los pobladores agrarios, tierra para quien la trabaja y derechos territoriales para los pueblos originarios. La intervención no fue imparcial, ni equitativa, estuvo definida por los conflictos sociales, por la capacidad de los sujetos sociales interesados, por la disponibilidad de tierra, así como por la relación entre gobiernos, ideologías y leyes. La adjudicación de baldíos, fue usada como alternativa a la distribución de las tierras y constituyó en parte la estructura de la propiedad rural actual, que consecuentemente es inequitativa. Durante los 109 años analizados, la adjudicación sucedió especialmente en las laderas andinas, lo que cambió drásticamente el espacio y provocó, en parte, los desequilibrios ambientales actuales. Entender esta política permite observar sus efectos, para imaginar alternativas de intervención.

There are several reasons why the State defined rural property in Tolima through the policy of vacant lots. The first is that the territory constitutes the State, exercising dominion over it, monopolizing the force and naming it, defines its sovereignty; the second reason is in the power and economic importance of the land if the center of the country; the third is in the dispute between the space of colonial origin, defined by haciendas of few owners, and the demand of the agrarian settlers, land for those who work it and territorial rights for the original peoples. The intervention was not impartial, nor equitable, it was defined by social conflicts, by the capacity of the social subjects involved, by the availability of land, as well as by the relationship between governments, ideologies and laws. The allocation of vacant land was used as an alternative to land distribution and constituted part of the current rural property structure, which is consequently inequitable. During the 109 years analyzed, the adjudication occurred especially on the Andean slopes, which drastically changed the space and caused, in part, the current environmental imbalances. Understanding this policy allows us to observe its effects, in order to imagine alternative interventions.
