Conclusión: Como se ha analizado en el documento presentado, "la economía colombiana ha dependido y depende en gran medida de la explotación de los recursos naturales, especialmente de los hidrocarburos, razón por la cual las políticas de Estado giran en torno a la optimización en el uso de estos recursos, así como al descubrimiento y desarrollo de nuevos campos de explotación, para el caso de los hidrocarburos. En ese sentido, gran parte de los recursos con los cuales se financia la inversión en los Municipios, (26% del total de recursos de inversión), provienen del Sistema General de Regalías. De ahí que esta fuente de ingresos constituya un hito relevante en la inversión de los Departamentos, y sea primordial su administración y regulación, con miras a tener una mejor distribución de los recursos asignados a las regiones, principalmente las productoras, quienes son las más "afectadas". Teniendo en cuenta que la propiedad de los recursos naturales está en cabeza de la Nación, también es responsabilidad de ésta, realizar la fiscalización de la explotación de estos recursos y garantizar que la contraprestación que recibe el Estado por la explotación de recursos sea destinada a las poblaciones beneficiadas, según la normatividad que para el caso se encuentre vigente".

Conclusion: As it has been analyzed in the presented document, "the Colombian economy has depended and depends to a great extent on the exploitation of natural resources, especially hydrocarbons, which is why the State's policies revolve around optimization in the use of these resources, as well as the discovery and development of new fields of exploitation, in the case of hydrocarbons.
