According to Ninco and Duque (2017), organizations are called to understand that the dynamics of current consumption are involved in the development of the day-to-day operations of the company and consequently oblige to involve externalities and become main actors that promote the thriving development of the society, taking consequent responsibility of the productive operations and contributing to the social growth of the groups of interest. With the context of mining and its action on territorial development, the research question is posed: What actions from large-scale mining in the department of Cesar have been proposed to contribute to the goals of the SDGs grouped into people in the period 2015 - 2017? In this way, in order to answer the research question, the general objective was to analyze the actions prometed from large-scale mining in Cesar that contribute to the SDG goals grouped in people (poverty, hunger, health, education and equality) for the 2030 agenda of the SDGs during the period 2015-2017. In this order of ideas, the research used the case study of two large-scale mining companies in the department of Cesar, Colombia. The search for secondary information that supported the verification of the hypothesis and response of the research question, was made from free data bases or by subscription, reviewing academic and institutional documents that allowed to define what large-scale mining actions. On the other hand, the primary information was obtained from semi-structured interviews applied to two representatives of large-scale mining companies with operations in the department of Cesar, Colombia. This stage allowed obtaining information to determine the current context of contribution to the SDOs of the companies studied. The research aims to provide a knowledge base to the current state of the art of the contribution of mines to the economic, social and environmental development of a region.

De acuerdo con Ninco y Duque (2017) las organizaciones están llamadas a considerar las extemalidades y transformarse en actores principales que promuevan el desarrollo próspero de la sociedad, tomando responsabilidad consecuente de las operaciones productivas y contribuyendo al crecimiento social de los grupos de interés. Con el contexto de la minería y su actuación sobre el desarrollo territorial, se plantea la pregunta de investigación: ¿Qué acciones, desde la minería a gran escala en el departamento del Cesar, se han planteado para contribuir a las metas de los ODS agrupados en personas en el periodo 2015 -2017? De esta manera para responder a la pregunta de investigación, se planteó como objetivo general analizar las acciones impulsadas desde la minería a gran escala, en el Cesar, que contribuyen a las metas de los ODS agrupados en personas: (pobreza, hambre, educación, salud, igualdad) para la agenda 2030 de los ODS, durante el periodo 2015-2017. En este orden de ideas, la investigación utilizó el estudio de caso de dos empresas de minería a gran escala del departamento del Cesar, Colombia. La búsqueda de información secundaría que soportó la verificación de la hipótesis y respuesta de la pregunta de investigación, se realizó a partir de bases de datos libres o por suscripción, revisando documentos académicos e institucionales que permitieron definir qué acciones de minería a gran escala se están realizando. Por otra parte, la información primaria, se obtuvo a partir de entrevistas semiestructuradas aplicadas a dos representantes de empresas de minería a gran escala con operaciones en el departamento del Cesar, Colombia. Esta etapa permitió obtener información para determinar el contexto actual de contribución a los ODS de las empresas estudiadas. La investigación pretende aportar una base de conocimiento al estado del arte actual de la contribución de las minas al desarrollo económico, social y ambiental de una región.
