A continuación, se presenta el servicio de televisión en Colombia, desde el desarrollo en la Constitución Política de Colombia, hasta las normas del servicio, explicando las modalidades de este servicio, así mismo se hace un alcance de cada modalidad, se explica cómo los contenidos son trasmitidos y llegan a los usuarios y la protección que existe, de igual forma se presentan los cambios legales que se han venido desarrollando y modificando el modelo y la nueva definición de los operadores del servicio de televisión en particular para los operadores de televisión cerrada. Por otra parte, se refiere como los contenidos audiovisuales se están llevando a internet y en este orden de ideas como los contenidos audiovisuales de televisión se presentan como una nueva forma de ver la televisión. De igual forma se observa si dichos contenidos vistos a través de diferentes dispositivos a través de internet pueden de igual forma considerarse televisión. Finalmente se resalta si las normas del reglamento del servicio de televisión en Colombia y en particular lo referido a los contenidos de la televisión, son o no pertinentes a las condiciones de servicio actual y en adición a esto indicar si este cuerpo normativo se puede trasladar a los contenidos audiovisuales transmitidos en internet.

In the document it is presents, the television service in Colombia, from the development in the Political Constitution of Colombia, to the standards of the service, explaining the modalities of this service, likewise a scope of each modality is made, it is explained how the contents they are transmitted and reach the users and the protection that exists, in the same way, the legal changes that have been developed and modifying the model and the new definition of television service operators are presented, in particular for closed television operators. On the other hand, it refers to how audiovisual content is being taken to the internet and in this order of ideas how audiovisual content on television is presented as a new way of watching television. In the same way, it is observed if said content viewed through different devices over the internet can in the same way be considered television. Finally, it is highlighted whether or not the regulations of the television service in Colombia and in particular what refers to television content, are or are not relevant to the current conditions of service and in addition to this, indicate whether this regulatory body can be transferred to audiovisual content transmitted on the internet.
