En este artículo se pretende analizar cómo la emisión de tokens en ofertas públicas iniciales de monedas ico, que son emitidas en el nuevo ecosistema DeFi de aplicaciones financieras construido sobre redes blockchain, lleva a la consideración del concepto de valor digital, que se aplicaría tanto a los activos digitales emitidos, como a las criptomonedas utilizadas para su adquisición. Esto pone a los reguladores ante grandes retos, ya que deben considerar si otorgar autonomía a las innovaciones tecnológicas, permitiendo la autorregulación, o ampliar o modificar los conceptos de valor y oferta pública, así como el de dinero legal, para incluir las ico y las criptomonedas en la regulación del sistema financiero

Digital assets, named tokens, are issued in the new DeFi ecosystem of financial applications, built on blockchain networks. This article aims to analyze how the issuance of tokens in initial public offerings of icos currencies, which are issued in the new DeFi ecosystem of financial applications, built on blockchain networks, leads to consideration of the concept of digital value, which would apply, both to the digital assets issued, as well as to the cryptocurrencies used for its acquisition. Regulators must confront big challenges, as they must consider whether to grant autonomy to technological innovations by allowing self-regulation, or to expand or modify the concepts of value and public offering, as well as legal money, to include icos and cryptocurrencies in the regulation of the financial system.
