dc.description.abstractEl departamento de Derecho de las Telecomunicaciones, se permite compartir la relatoría de las IV Jornadas en Tecnologías de la Información y las Comunicaciones, compiladas por parte de los alumnos de la tercera cohorte del programa de Especialización en Regulación y Gestión en TIC, Telecomunicaciones y el Ecosistema Digital. Los días 24 y 25 de noviembre de 2022, se llevó a cabo el evento de las IV Jornadas en Tecnologías de la Información y las Telecomunicaciones en las instalaciones de la Universidad Externado de Colombia, a cargo de la directora del Departamento de Derecho de las Telecomunicaciones. Con relación con la elaboración del nuevo Plan Nacional de Desarrollo, el cual no se configurará de manera tradicional con la estructura mediante capítulos, sino que este se llevará a cabo de manera transversal en el cual se hace énfasis en la democratización de las TIC, se realizará por parte del DNP la aproximación de aquellos elementos en los cuales se está focalizando, partiendo de la política que desarrolle el Ministerio de Tecnologías de la Información y las Comunicaciones en el marco del Plan de Conectividad. A su vez, se realizaran dos conferencias relacionadas con la política de reconocimiento de equidad de género y regulación de género, en las cuales se indicará como se ha implementado los programas 50/50 y programas de equidad asociados para este tipo de regulación. Finalmente, la doctora Ortiz destacó la importancia que tienen tanto el Departamento como los programas tanto de educación formal de Especialización en Regulación y Gestión en TIC, Telecomunicaciones y el Ecosistema Digital y la Maestría en Derecho del Estado con énfasis en Regulación y Gestión en Telecomunicaciones y TIC, así como en los diversos programas de educación continuado que se han impartido desde su creación y los múltiples espacios académicos de análisis de temáticas relevantes para el sector, que han permitido que el Departamento de Derecho de las Telecomunicaciones sea un referente no solo de formación de profesionales sino el foro por excelencia donde se han discutido las principales reformas y aspectos coyunturales de un sector que se ha transformado en estos 31 años desde la expedición de la Constitución de 1991 y que en la actualidad es tal vez con el servicio de energía uno de los servicios más importantes, porque gracias a ellos los ciudadanos pueden ejercer sus derechos y acceder a pesar de las barreras y brechas que existen a la sociedad de la información y el conocimiento.spa
dc.description.abstractThe Department of Telecommunications Law, is allowed to share the report of the IV Conference on Information and Communication Technologies, compiled by the students of the third cohort of the Specialization program in Regulation and Management in ICT, Telecommunications, and the Digital ecosystem. On November 24 and 25, 2022, the event of the IV Conference on Information Technologies and Telecommunications was held at the facilities of the Externado de Colombia University, by the director of the Department of Telecommunications Law .
