En el año 2012 entró en vigencia el nuevo Sistema General de Regalías-SGR generando cambios significativos en las entidades territoriales. Para la Gobernación del Meta esta modificación implicó, además de una drástica reducción presupuestal, un desafío en términos de capacidades para adaptarse al contexto emergente que se desarrolló tras el eminente cambio del modelo. Con base en esta premisa, la investigación se plantea como objetivo principal analizar la capacidad de adaptación de la Gobernación del Meta al nuevo SGR a través de dimensiones conceptuales que se describirán en función de sus grados de concreción, es decir, de su posibilidad real para materializarse. La lectura de los hallazgos estará orientada por el enfoque sistémico, sujeto a un marco conceptual basado en la adaptación como capacidad.

In 2012, the new General System of Royalties came into effect, generating important changes in the territorial entities. In the Gobernaci6n del Meta, this modification implied, in addition to a drastic budget reduction, a challenge in terms of capacities to adapt to the emerging context that developed after the eminent change of the model. Based on this premise, the main objective of the research was to analyze the adaptation capacity of the Gobernaci6n de! Meta to the new General System of Royalties through conceptual dimensions that will be described according to their degrees of concretion, that is, their real possibility for materialize. The reading of the findings will be guided by the systemic approach, subject to a conceptual framework based on adaptation as capacity.
