El desempleo representa un problema que repercute en la esfera personal, familiar y social, por esta razón los Estados crean herramientas que permitan mitigar sus efectos negativos; Colombia mediante la ley 1636 de 2013 creó el Mecanismo de Protección al Cesante, del cual se realizó un estudio sobre su composición, estructura y funcionamiento, donde se determinó que aunque ha funcionado para afrontar este fenómeno, presenta una serie de problemas concretándose en la falta de incentivos para realización de aportes voluntarios, la insuficiencia de prestaciones económicas y ausencia de solidaridad, así como las dificultades cualitativas en las capacitaciones. En aras de solucionar dichas problemáticas se planteó darle un rol más activo a las Cajas de Compensación Familiar en la promoción y divulgación de la información sobre el ahorro voluntario, la creación de una cuenta solidaria de contribución mínima adicional a las cuentas individuales de los trabajadores, y establecer unos reglas para las capacitaciones ofrecidas por las Cajas de Compensación Familiar como agentes dentro del sistema; esto con el objetivo de otorgar mayor fuerza a la protección que merecen todos los trabajadores.

Unemployment represents a problem that has repercussions in the personal, family and social spheres, which is why the States create tools to mitigate its negative effects; Colombia through Law 1636 of 2013 created the Mechanism for the Protection of the Unemployed, of which a study was conducted on its composition, structure and operation, where it was determined that although it has worked to address this phenomenon, it presents a number of problems, such as the lack of incentives for voluntary contributions, insufficient economic benefits and lack of solidarity, as well as qualitative difficulties in training. In order to solve these problems, it was proposed to give a more active role to the Family Compensation Funds in the promotion and dissemination of information on voluntary savings, the creation of a minimum contribution solidarity account in addition to the workers' individual accounts, and the establishment of rules for the training offered by the Family Compensation Funds as agents within the system; all this with the aim of giving greater strength to the protection that all workers deserve.
