Informalidad laboral y empresarial en el municipio de San Gil en el subsector económico: hoteles

dc.description.abstractla presente investigación aborda la informalidad laboral y empresarial en el subsector económico: hoteles. También se quiere crear un acercamiento a los perfiles ocupacionales que demandan las empresas en situación de informalidad, y a la oferta laboral informal. Para el estudio de la demanda y oferta laboral informal se aplicó una encuesta que contiene aspectos metodológicos estimados por el programa de la Naciones Unidas para el Desarrollo (pnud), el Departamento de la Prosperidad Social (dps) y el Ministerio de Trabajo en el marco del proceso de fortalecimiento de la Red ormet. En la primera parte se presenta la metodología y el concepto de informalidad laboral y empresarial. Luego se muestran los principales hitos del mercado laboral y la dinámica de la informalidad en el municipio de San Gil en el subsector hoteles. Finalmente se encuentran los resultados del estudio correspondiente a la informalidad en el sector económico establecido. Es significativo subrayar la variable que establece la informalidad laboral, es decir, la ausencia desmedida en la afiliación a seguridad social en pensión de todas las personas encuestadas en este sector. El 45 % de los empleados informales no cuenta con seguridad social en pensión; sin embargo, el 15 % pertenecen al régimen de seguridad social subsidiada y el 63 % al contributivo. Un significativo 22 % no tiene ningún régimen de seguridad social. Lo que se pretende alcanzar con la implementación de la investigación es plasmar un diagnóstico sobre informalidad en el subsector hoteles del municipio de San Gil. El resultado fue una propuesta de formalización empresarial, ya que este fenómeno tiene un doble impacto: primero, reduce estructuralmente el recaudo de impuestos y, segundo, afecta la competitividad de los empresarios formales, que sí pagan impuestos, golpeando la economía del municipio de San Gil y la región.
dc.description.abstractenglishThis research addresses labor and business informality in the economic subsector: Hotels, it also wants to create an approach to the occupational profiles demanded by companies in a situation of informality, and the informal labor supply. For the study of the informal labor demand and supply, a survey was applied containing methodological aspects estimated by the United Nations Development Program (undp), the Department of Social Prosperity (dps) and the Ministry of Labor in the framework of the process of strengthening the ormet Network. In the first part, the methodology and the concept of labor and business informality are presented. Then, the main milestones of the labor market and the dynamics of informality in the Municipality of San Gil in the hotels subsector are shown. Finally, the results of the study corresponding to informality in the established economic sector are respectively found. It is significant to highlight the variable that establishes labor informality, that is, the excessive absence in the affiliation to social security in pension of all the people surveyed in this sector, 45 % of informal employees do not have social security in pension, without However, 15 % belong to the subsidized social security system and 63 % to the contributory one. A significant 22 % do not have any social security scheme. What is intended to achieve with the implementation of the research is to capture a diagnosis on informality in the hotel subsector of the municipality of San Gil. The result was a proposal for business formalization since this phenomenon has a double impact: first, it structurally reduces tax collection and, second, it affects the competitiveness of formal entrepreneurs, who do pay taxes, hitting the economy of the municipality of San Gil and the region.eng
