PPPs are an instrument for public administration, which allows territorial entities, such as departments and municipalities, to implement and consolidate renewable sources - (FNCER in Spanish) in the energy matrix, especially in Non-lnterconnected Zones - (ZNI in Spanish), in arder to provide a public energy service effectively, efficiently and sustainably. Public utilities legal entities might be legally allowed, as a contracting party or concessionaires, to participate in public and prívate initiatives as Public Prívate Partnerships - PPP, in a free competition market as a prívate investor. lt is proposed that the prívate investor builds the energy infrastructure, using non-conventional sources of renewable energy - FNCER, within a regulatory framework that attends to ali the peculiarities of the sector, in order to get higher burdens to its standards as the service rates and the availability of the infrastructure.
