    La gobernanza de los bosques: la comunidad como socio estratégico para Colombia

    El presente paper llama la atención sobre la necesidad de vincular de manera participativa a los grupos étnicos y comunidades locales que hoy ocupan las áreas boscosas del país en la promoción de la gestión forestal sostenible del país. Para lo cual, se resalta la necesidad de reducir la ilegalidad en la cadena de producción forestal y el aumento de la producción y comercialización de recursos forestales de pequeños y medianos productores bajo modelos de desarrollo sostenible para el bosque, a partir del posicionamiento de la gobernanza forestal en el estudio de tres variables de análisis: (i) gestión comunitaria y bonos de carbono, (ii) pago por servicios ambientales y (iii) la forestería comunitaria.

    First of all, this document includes a complete analysis about the protected areas figure as a legal instrument for the protection of the Colombian environment legal system, besides constitutional and legal background. in the same way the classification of protected areas and their current state of operation will also be presented. Additionally, the environmental services provided by nature will be under examination, as well as their definition and classification by the international and national authorities. However, it's also matter of subject the economic impact of these environmental services of the protected areas in the Colombian market. Secondly, the payment for environmental services figure will be analyzed as an economic and social instrument to promote the sustainable use of natural resources. Furthermore, the application of these figures as a way to solve social problem within our territory will be matter of discussion. Finally, some considerations are going to be made about the instrument of payments for environmental services and its practical effectiveness.

    This work contains a legal analysis of the until now little developed instrument of payment for environmental services (hereinafter psa). This analysis has been made based on theoretical positions on the psa and, especially, in the Colombian legal framework of the PSA, and at all times will try to point out to the reader what are the important benefits of this tool in the management of water and other resources natural resources, as well as in the socioeconomic progress of Colombia.
