However, there is scientific evidence suggesting that bidders, with the sale purpose of winning the auction, deviate systernatically from the expected rational behavior incurring in losses regardless of having won it. What is truly amazing is that this particular behavior is also present in the public procurement scenario, in spite of being strongly regulated. The following research seeks to shed some light on a phenomenon known as 'The Winner's curse' and how its existence and effects in public procurernent, broaden the analysis of the 'abnormally low tenders' issue, for which the author propose a methodology both qualitative and quantitative in order to validate this anomaly.
