In Colombia, the NEO program was developed in Urabá - Antioquia, where interventions were carried out from secondary education to intermediation and employrnent, to bring more young people to the formal labor market. Among the interventions developed by the program, those related to the post-media training of its participants stand out, in this line three training modalities were offered, one of which was executed through the hiring of short training operators. One of the hypotheses on which the program was developed was that short-term training processes, relevant to the needs of the local labor market, would contribute to greater hiring rates of the young population. This docurnent presents the results of an evaluation model through Propensity Score Matching that seeks to estimate the results of the short training modality of the program as well as identify variables that show significant correlation with the employment result.

All this implies the necessity to join forces and create cooperation bands among the national government, and the middle school and higher education institutions to strengthen the public policies to benefit of the young people who once have finished their secondary school and do not have the chance to access to unviersity in an easy way at any technical, technological or professional level. Due to this issue which affects the colombian State, the necessity for researching that let us know the strategies for accessing higher education for the young is emerging. Under this necessity, a sistematization of the experiences regarding the process of articulation of the middle and higher education has been carried out in the public-school Tom Addams in the years 2017 and 2018 in the agreement 1638 2017, endorsed between the Education Local Office and ECCI University.
