- PublicaciónAcceso abiertoAnálisis de los casos de Afganistán y Camboya en su lucha contra las minas antipersonal y sus lecciones para Colombia(Bogotá : Universidad Externado de Colombia, 2019., 2019) Peñalosa Mesa, Diana Marisol; Macías Tolosa, Héctor AndrésThe use of antiperso1mel mines (APM) in the context of am1ed conflicts in the world, continues to be a humanitarian problem for the affected countries; despite the adoption in December 1997 of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on Their Destruction known as Ottawa Treaty. Countries affected by antipersonnel mines as Colombia, have the need to analyze the progress of the issue and extract leamed lessons from other affected countries and advanced experience in the implementation of related national policies. This thesis analyzes the case of Cambodia, between 1991 and 2018 as it is the country with the greatest impact on the number of victims. As the second most affected country, the case of Afghanistan is studied between 1988 and 2018. As a topic of analysis in the global context, initiatives to promote the Ottawa Treaty by the intemational community are included in the investigation for their relevant role in the development of the cases analyzed. The methodology applied, allowed an analysis of historical context with the participation of direct sources of the two cases analyzed, which has allowed us to study altematives applicable to the Colombian case today.
