- PublicaciónAcceso abiertoLa certificación de los recursos SGP – APSB, un proceso administrativo que obstaculiza la descentralización y dificulta el ejercicio de la autonomía territorial(Bogotá : Universidad Externado de Colombia, 2017., 2017) Vilardy Santos, Cesar Augusto Junior; Urrea Bermúdez, Andrés FelipeThis document reviews the process of Certification of the resources of the General System of Participations for the Drinking Water and Basic Sanitation sector, with the purpose of evaluating if the autonomy of the territorial entities is violated and if its application has contributed to improve the provision of the services of aqueduct, sewage and toilet. Under an analysis of the normativity and jurisprudence, it is found that the Certification process affects, but does not violate the territorial autonomy. On the other hand, for a sample of entities, it is evident that, given the decertification of municipalities and the assumption of competences by the respective departments, the indicators of service provision continue to deteriorate even at a higher rate than that observed in statistically comparable municipalities that were not decertified.
