El primer objetivo de esta investigación es comparar la política de control de cambios que Colombia experimentó desde 1967 hasta 1990 y el régimen de cambio vigente en Venezuela. La comparación se basará en el Decreto Ley 444 de 1967 de Colombia y en las diferentes normas y leyes de control de cambios que Venezuela ha vivido desde 2003. Colombia tuvo un control de cambios durante más de 20 años, lo cual me llevó a observar y comprender cómo construyó las instituciones formales e informales que concluyeron en la situación actual de libre mercado y cómo esta experiencia podría llevar a recomendaciones para ajustes futuros que Venezuela debería tener en cuenta para apertura a una nueva política cambiaria.

Comparing the exchange control policy that Colombia experienced from 1967 to 1990, with the one that Venezuela is currently under is the first objective of this investigation. The comparison will be based on Colombia´s Decree Law 444 and the different exchange control norms and laws that Venezuela has lived since 2003. Colombia had an exchange control for over 20 years. Observing the current free market economy that Colombia lives, triggered the need to understand how Colombia built the formal and informal institutions that concluded in the current condition, and how this experience could lead to recommendations for future adjustments that Venezuela should take into account at the moment of opening to a new exchange policy.
